STATE OF GEORGIA MITCHELL COUNTY NOTICE OF HEARING Notice to the public is hereby given that on June 25, 2024, at 10:00 a.m., in the Superior Court of Mitchell County, at the courthouse in said county, a hearing will be held in the case of State of Georgia v. South Georgia Governmental Services Authority and Thomas County School District, on the petition and complaint to validate the South Georgia Governmental Services Authority Revenue Bonds (Thomas County School District Projects), Series 2024, in the aggregate principal amount of $23,005,000 (the Bonds), which are authorized to be issued pursuant a resolution adopted on June 5, 2024, by vote of a majority of the members of the South Georgia Governmental Services Authority. Proceeds from the sale of said Bonds will be used to provide funds to the Thomas County School District (the School District) to finance the acquisition, construction, and equipping of various capital outlay projects of the School District, and to pay certain costs of issuing the Bonds. The Court will also adjudicate the valid and binding effect of the intergovernmental contract to be entered into between the Authority and the School District, under which the School District shall agree to make certain payments for the account of the Authority, which payments are pledged as security for the payment of the Bonds sought to be validated. The case in which this hearing shall be held has been filed in accordance with the South Georgia Governmental Services Authority Act, which requires that any action pertaining to validation of any bonds issued pursuant to the provisions of said act be validated by the Superior Court of Mitchell County. Pursuant to Section 36-82-100 of the Official Code of Georgia Annotated, unless waived pursuant to a published notice, certain issuers of revenue bonds are required to provide for continuing performance audits or performance reviews with respect to the expenditure of bond proceeds. NO PERFORMANCE AUDIT OR PERFORMANCE REVIEW SHALL BE CONDUCTED WITH RESPECT TO THE EXPENDITURE OF THE PROCEEDS OF THE BOND, PURSUANT TO ABOVE DESCRIBED CODE SECTION. At said hearing, all persons having a right to be heard with respect to the Bonds and the security provided therefor and with respect to the validation thereof may be heard.
